Effective immediately the following guidelines will apply to all V&G Employees

Minimum Hiring Standards
(effective November 1, 2002)

Must be at least 18 years of age
Must have valid California Driver’s License
Must have own vehicle and meet State Insurance requirements
Must have Home Telephone Number – no message number
Must be US Citizen or provide documentation allowing residency and authorization to work
Must present positive appearance and reflect good grooming habits
Must read, write, speak and comprehend English
Must be High School graduate or possess GED
Must have clean criminal record to meet licensing requirements
Must be physically able to perform duties in compliance with American With Disabilities Act
Must successfully pass a Drug Screen Test
Must successfully complete required licensing background investigations
(Summer-student hires with work-permits will be considered)

Bureau of Security and Investigative Services: Elimination of Temporary Guard Card, and new regulations effective January 1, 2003 –

Temporary Guard cards will be eliminated effective January 1, 2003, due to the passage of Senate Bill 1241 (signed into law by the Governor on 9/15/02)
A security guard must have in his/her possession a valid Security Guard registration OR a screen-printout of the Bureau’s approval from the Bureau’s Web site at www.dca.ca.gov/bsis, along with valid photo identification prior to working as a Security Guard.
Security Guards who have been issued a Temporary Guard card prior to January 1, 2003 will be allowed to work until the expiration of the temporary card. No extensions will be provided temporary Security Guard registrations after January 1, 2003. (or 120 days after issuance).

NEW HIRE PROCESS
(effective November 1, 2002)

The company can be fined $5,000 per violation and/or subject to prosecution, and the security guard can be cited by local law enforcement.

The Security Guard must complete the application, have taken the “Power of Arrest” training and passed the examination. (The “Power of Arrest” examination can only be administered by a licensed Private Patrol Operator, Training Facility or at approved in-house security locations.)
The Security Guard or V&G, must submit the security guard application online at http://ww.dca.ca.gov/bsis/online_licensing.htm.
Security Guard registration fees must be paid by credit card at the time of submission. The online application is electronically transmitted to the Bureau.
The applicant must submit fingerprints electronically using LIVE SCAN. Applicants may only use the Live Scan forms downloaded from the BSIS Web site that contains the correct coding to en sure that the Bureau receives the FBI and California Department of Justice (DOJ) clearances. (Live Scan locations in Sonoma County are posted in the V&G office)
When the Bureau receives the online application and criminal history clearances, the name of the cleared security guard will appear on the Bureau’s Web site. V&G can verify the Bureau’s approval by checking “Verify a License” at http//ww.dca.ca.gov/bsis/lookup.htm.
A screen-printout from the Web site may be used as an interim Security Guard registration and the applicant can be placed on assignment. The actual security guard registration will be mailed to the applicant and should be received within 7 to 10 working days.
A Security Guard placed on assignment MUST HAVE on his/her person (a) screen printout of the Bureau’s approval obtained from the Bureau’s Web site or a valid Security Guard card, and (b) A valid photo identification. (A valid Federal, State, City or County photo identification is acceptable).
